Small construction contractors are backing a bill in Congress that they say could help them survive a difficult market.  The American Job Builders Tax Reform Act (HR 6097) is co-sponsored by Rep. Wally Herger, R-Calif., and Rep. Shelley Berkley, D-Nev. It would allow small contractors to defer income and get a tax break.
